SAN FRANCISCO — This is a boom-and-bust city, born in a gold rush and broken in an earthquake.

San Francisco has weathered so many cycles of ruin and revival that civic leaders put a phoenix on its flag. And there are some who believe the city is in ashes once again, badly in need of another resurrection. They’re looking to the mayor’s race for salvation.
